Ways to communicate without power or phones: two-way radios (they can usually be purchased for around $10 -$20)

Window signs: put together pages of colored construction paper with a small roll of tape and a marking pen to be placed in a manila envelope and kept in each home to be used for communication. If a piece of construction paper is taped to a front window, it can be seen from the street or road with binoculars.

Green = all is ok; Yellow = help is needed and a piece of White paper taped beside it with the need written on it such as blankets, water, food, etc;
Blue = there is someone in the home in need of oxygen; Red = the home is not safe to enter (put in window when leaving the home because of damage) OR there is a communicable disease in the home; Black = there is a dead body inside that needs to be taken out.

Communication is essential in a disaster. Having two-way radios with extra back up batteries and being prepared with window signs can save time and effort of those who are committed to checking on others.
